What is Special Education?
Parental
Rights and Procedural Safeguards for Special Education
Special Education is specially designed instruction to
meet the unique needs of individuals with exceptional needs whose educational
needs cannot be met with modifications in the general
education classroom and
through related services. Special education is available to students who
meet the eligibility requirements as being disabled under IDEA. A full
continuum of program options are available to meet the needs of individuals with
exceptional needs in the least restrictive environment.
What Children are Served?
Children from birth to 22 years old, who are
eligible as disabled in the educational environment under IDEA, could receive
support services. The EUSD provides services for children of preschool age
and those attending Kindergarten through eighth grade. Infants are served
through the Placer County Office of Education (PCOE).
The EUSD complies with state and federal regulation in its
processes to identify, assess and support all children who are eligible under
these guidelines.
Seek and Serve Process
The EUSD actively and systematically seeks out
individuals with exceptional needs, who reside within the district boundaries,
between the age of 3 years and 8th grade. This includes children attending
private schools. The identification process begins with accepting a
referral from the child's teachers, parents, agencies and other members of the
public. The process includes gathering information, a Student Study Team
review and the implementation of modifications prior to initiating a full
evaluation. Each portion of the evaluation is conducted by a qualified
person. Should a child qualify as disabled and require educational
services, a team of knowledgeable people, including the parents, will develop an
educational plan of appropriate supports and services.
Eureka Union School District Continuum
of Services
Grades K - 8
The Eureka Union School District works collaboratively with
the Placer County Office of Education (PCOE) in providing a sequential array of
services that offer minimal to maximum supports to students with special
needs. The child's Individual Education Program (IEP) Team, composed of
parents/guardians, district staff and other knowledgeable members, determines
the appropriate educational services for each eligible child.

The Placer County services, complete the public educational continuum of supports for the Eureka Union School District. When determined as necessary by the IEP Team members, services available through the PCOE programs may be:
Special Day Classes- a variety of settings are available for
disabilities needing unique and more intensive, specialized supports. Audiology

Through the team's recommendation and based upon each
child's unique needs, other educational supports may be
designated.

| Students are served in the Eureka Union School District by staff who are prepared to design and implement the identified special services. Each staff member is credentialed and/or authorized in the specially designed educational service area provided. The district is fortunate to have available people who are creative, dedicated to student learning, experienced team members and committed to children. |

Infants (Birth through 2 years old)
For children under the age of three, parents and
guardians may seek support through the Placer County Infant Program by calling
Program Specialists Jenny Grounds or Donna McGlaghin at (530) 889-5978.
Preschool Children (Ages 3 to 5 years old)
Referrals for children in the preschool age range
should be initiated through the Eureka Union School District, Special Education
Secretary by calling 791-4939. This contact initiates the preschool
process in which staff and parents work collaboratively toward identifying the
child's developmental levels and needs. If the child is eligible, the
parents participate as members of the IEP Team in identifying the appropriate
services of support.
District services for eligible preschool age children may
include the Parent Participation Preschool Intervention Program (PPPIP), Special
Day Class, and DIS services of occupational and/or speech/language
therapy. Children needing more intensive programs may receive the IEP Team
recommendation to participate in the PCOE special day class setting.
